Background of the Study
Goodluck Jonathan’s administration (2010-2015) placed a significant emphasis on youth empowerment, recognizing the vital role young people play in national development. The youth empowerment initiatives under Jonathan’s leadership aimed at addressing issues such as unemployment, underemployment, and the skills gap among Nigerian youth. Programs such as the YOUWIN initiative, the National Social Investment Programmes, and the Nigerian Youth Employment and Social Support Operation were launched with the objective of improving the socio-economic status of youth, fostering entrepreneurship, and creating job opportunities.

In Bauchi Central, Bauchi State, where youth unemployment rates are notably high, Jonathan’s initiatives were expected to have a significant impact. The region, characterized by a young and vibrant population, has historically faced challenges in accessing opportunities for skills acquisition and employment. Jonathan’s youth empowerment programs aimed to bridge these gaps by providing financial support, vocational training, and entrepreneurial guidance to young people in the area.

This study will examine the effectiveness of Jonathan’s youth empowerment initiatives in Bauchi Central. Statement of the Problem
Despite the implementation of various youth empowerment programs during Jonathan’s tenure, the effectiveness of these programs in achieving tangible outcomes for the youth in Bauchi Central has been questioned. While national-level assessments of Jonathan’s initiatives suggest some success, there has been little focus on the local-level impact, especially in regions like Bauchi Central where challenges such as poverty, inadequate infrastructure, and limited access to financial resources exist. This study seeks to critically examine the specific impact of Jonathan’s youth empowerment initiatives in Bauchi Central, identifying the successes, challenges, and areas that require improvement.

Objectives of the Study

  1. To assess the impact of Goodluck Jonathan’s youth empowerment initiatives on youth unemployment in Bauchi Central.

  2. To evaluate the effectiveness of Jonathan’s initiatives in promoting youth entrepreneurship and skills development in Bauchi Central.

  3. To examine the challenges faced by the youth in Bauchi Central in accessing and benefiting from Jonathan’s youth empowerment programs.

Research Questions

  1. How have Goodluck Jonathan’s youth empowerment initiatives impacted youth unemployment in Bauchi Central?

  2. What role have Jonathan’s youth empowerment initiatives played in promoting youth entrepreneurship and skills development in Bauchi Central?

Research Hypotheses

  1. Goodluck Jonathan’s youth empowerment initiatives have significantly reduced youth unemployment in Bauchi Central.

  2. Jonathan’s youth empowerment initiatives have fostered youth entrepreneurship and skills development in Bauchi Central.

  3. Youth in Bauchi Central have faced significant challenges in accessing and benefiting from Jonathan’s youth empowerment programs.

Scope and Limitations of the Study
This study will focus on Goodluck Jonathan’s youth empowerment initiatives in Bauchi Central, Bauchi State. It will evaluate the impact of these initiatives on youth unemployment, entrepreneurship, and skills development, and examine the challenges faced in their implementation. The study will not extend to other regions or states in Nigeria or assess other youth empowerment programs implemented after Jonathan’s administration.

Definitions of Terms

  1. Youth Empowerment: The process of equipping young people with the necessary skills, resources, and opportunities to improve their socio-economic status and contribute positively to society.

  2. Entrepreneurship: The act of creating and managing new businesses or ventures in order to achieve profit and socio-economic growth.

  3. Youth Unemployment: The condition in which individuals between the ages of 18 and 35 are unable to find or engage in productive work despite being willing and able to do so.
